Re: Pleasanton Neighborhood Meeting reminder

I will be there and am hoping there will be others of you who attend and
will back me up on my complaints about how every city "cleanup" of the
Greenway along Pleasant Run Trail just east of Emerson & across the street
from our homes leaves it worse off than the time before: more trash, debris
and neglect. It took them 30 days to pick up a little over half of the
cuttings and branches they left along the Trail side on October 25. The
rest is still there, and the logs and branches still strewn over the rest of
the field mean that next spring their private contractor mowers will refuse
to mow it at all.

Also, one thought I had regarding "dead man's curve" on Pleasant Run is to
see if they would put a pedestrian walkway with flashing lights like they
have at the crossing at Michigan/Pleasant Run. They have adamantly refused
any other warnings/improvements, saying it is adequately marked. However,
as you know, because of the Pleasant Run Trail pedestrian bridge right there
at Poplar, many people who walk the trail cross Pleasant Run Parkway right
at the curve, up over the little hill to or from the bridge. It is
dangerous when there is traffic (afternoons & evenings especially), and that
is when most people are out walking dogs or enjoying a nice evening walk (at
least in nicer weather than today!!). So rather than pitching it as a
vehicle hazard, we can pitch it as an obvious pedestrian hazard. I know
people ignore Pedestrian Crossing signs, but it's better than nothing and
would give grounds for pedestrians scolding the speeding drivers as they are
trying to cross.

I know it's tough this time of year to find time to go out in the evening,
but I hope to see a number of you there on Tuesday the 11th.

Meeting minutes

Here is a recap of last nights meeting.
National Night Out/ Block Party.......August 7th 6pm-8pm.. Please email if you can attend and possibly meet new neighbors. Also include if you are bringing some type of food. Roxy can you set up getting some barricades.
Adopt-A-Block clean up dates. We will revisit it in August and set some dates in Sept. or Oct.
We had talked about a neighborhood sale during the Farmers market and with the weather should move it to one date. The 2nd Sunday in October, which will be the last Farmers Market we will have a Pleasanton Neighborhood Sale.
Talked about Signage for the neighborhood. If we could collect roughly $600-800 dollars we can outfit the entire neighborhood with a Historic Sign that we can be proud of. We will try to get three to pick from and see which one we as a neighborhood will go with. Please submit any ideas and or designs that we could use.
We talked about the Greenway and the clean up and clearing of the unsightly trees and bushes. Problem is that when they cleared they didn't totally clean up all the branches and such. Barb Baird has a nice written letter to the Mayors Action Center to get this area in our neighborhood cleaned up. She also has a petition to sign to further influnce the city to clean up after themselves.
Of note. The residents at 5136 Pleasant Run N. Dr had a fire at their property, please keep them in your prayers and thoughts. I would like to see if anyone is willing to help our neighbors. If they are not on the email list or if you have their info please let me know and I will try and find out if they need anything. I think that being a good neighbor is helping out one another and would like someone to do the same for me and my family.

The SECO neighborhood (Southeast Community Organization) will be a site for the Marion County Health Department's Tire Amnesty Day on Saturday, June 9th from 9am until 4pm.  Any amount of tires can be dropped off at no charge at their facility:  1925 Fletcher Avenue.

Fw: Sunday Work Day along Pleasant Run


On Sunday, May 6, from 2-5 p.m., there will be a volunteer work day to remove the invasive garlic mustard that is taking over Pleasant Run Trail.  No gardening tools, herbicides, or expertise needed, just a pair of gloves and desire to learn a bit about invasive species.  We will meet at the pedestrian bridge on the trail just south of the intersection of Poplar and Pleasant Run Parkway North.  If you have any questions, just give me a call at 317-408-0980.

Re: Clean up results.

    Way to go Pleasanton and our friends at the Emerson Ave. Baptist Church!!!!!!
Last Saturday, despite the wet and cold weather a good handful of neighbors and friends cleaned up the Pleasant Run Parkway Greenway and the Kin Hubbard Memorial Park. We started at 8am and stopped a little after noon. We compiled approx. 50 bags of trash, and a number of other oddities that have plagued our Greenway for a long time. What a great accomplishment it was to see the participation from the neighborhood and our friends at the EABC. Great job!
So with that said I would like to encourage anyone who might walk in the neighborhood to bring a small bag with you, and if you see some trash or litter pick it up. A little bit helps. If you walk your dog(s) then you should have one bag with you, so why not bring two.
Also, to give everyone a heads up on the KIB Adopt-A-Block program. Norway, Maple, and the 300-350 block of Polplar has AAB Coordinators. We still need the remaining portion of Poplar, Michigan, Emerson, and the Parkway. Mainly they look for trash or litter. KIB will give out flowers and trees for blocks that keep their block clean of litter. If interested visit the Keep Indianapolis Beautiful website and sign up. You will recieve a street clean up kit.
If anyone has suggestions or comments let's share them.
Again, a big thank you to everyone who helped and gave their time and effort in keeping the neighborhood a cleaner place to live.

April 14th Spring Clean up and other info

 Hello Neighbors. Last reminder for the Spring Clean Up. April 14th starting @ 8 am. We will be meeting at the Kin Hubbard Memorial Park. I will have gloves and trash bags to distribute. We will start with the K.H. and work our way along the green way. We will have until 3pm to get things cleaned up. Initially it was 11am but was informed that we have until 3pm. Molly Wilson acquired gloves and trash bags for us to use. So make sure you thank her when you see her.
 
I met with Ruth Ann Walker, the Mayors Eastside Neighborhood liasion. She has since put the request into the Mayors Action Center. She has the addresses of the homes with sidewalk issues, they are on the masterlist for DPW for 2012. She did state that they might not get done this year. Also, the streets have been put on a list for resurfacing. She also stated that these wouldn't get done until 5 years or so.
 
Last but not least, the curve in the parkway. DPW engineers came out and looked at it and stated that there is appropriate signage and that they will come out and restripe the lines in the street.
 
Also, I addressed signage and she stated that IPL will not place any signs on the street lamps. She did suggest that we use the Crimewatch posts to place the signage.

Meeting Minutes and follow up.

Meeting started @ 7pm. We had 9 people in attendance.
 
First we talked about the Mayor Action Center and some of their quick responses when it came to filling potholes on Maple Lane and Poplar Rd. The large tree in the greenway that fell last year was marked and all the limbs were taken off.  Now just the trunk is left, hopefully they come back for it......
 
There was alot of general discussion about streets, sidewalks and of course the curve in the Parkway.  We discussed some strategies on the curve since this needs immediate action. All of the concerns that pertained to the curve, streets and sidewalks were expressed on Friday the 23rd with Ruth Ann Walker. (More on this meeting with Ruth Ann Walker later)
 
Then we finialized on the Spring Clean up. Molly Wilson discussed that April 14th Keep Indianapolis Beautiful will be doing a clean up close to Pleasanton and they will take away the trash we pick up. So the date is set for Pleasanton's Spring Clean Up.
 
April 14th starting at 8am at Kin Hubbard Memorial Park. We will start there and work our way to the Greenway. we will have until 11am or so to get as much trash gathered. Since the city workers will have to get all the trash to the dump at Noon. The more hands the better. This will also be advertised in the Eastside Voice. I hope we have a good showing since we only have 3 hours to pick up the unsightly trash along the parkway.

Follow up on meeting with Eastside Neighborhood Liasion Ruth Ann Walker.
 
We drove around Pleasanton for nearly two hours looking at sidewalks, streets issues, and the curve in the Parkway. She did an assessment of sidewalks and streets that need replaced. She submitted all sidewalk and street repairs to the MAC . She also submitted the curve, lane restructuring, to be looked into by the city. I asked her about signage, she stated that IPL WILL NOT place signs on street lamps we have. But she said that she will ask. If we have signs made and buy them, the city will install. Drainage issues were addressed and she stated to call Citizens 631-1436 to have them come out and take a look at it. Ask for a rep that is historically sensitive due to being on the National Register. The sidewalks and streets will probably not get done until two or three years from now, but the curve is will be "corrected" in the very near future. Steve Hardiman City-County Council DPW Rep is coming out today for a on-site walk of the curve. Mrs. Walker and Mr. Hardiman will follow up with me on what the city is going to do. I will let everyone know of the outcome.

However, there may be occasions and/or lighting ownership circumstances that may prohibit effective repairs within this suggested timeframe. Power Outage FAQs
IPL's distribution system is a designed around proven standards and our infrastructure is very well maintained. You may have experienced an outage because of adverse weather conditions, i.e., wind, rain, lightening, snow and/or ice. No distribution system can avoid all outages. We know you depend on us to provide you with reliable power and we take this responsibility very seriously. More information on IPL's reliability.

Why is it important that IPL have my current phone number?
If we have your phone number in our system, we can speed repair to your home or business when there is an outage through our Outage Self-Reporting System. Learn more.

Does IPL haul away tree limbs during storm restoration?
During storm restoration,, IPL crews have two objectives: to correct unsafe conditions and to restore your electricity as quickly as possible. As they work to repair damage, crews may need to clear branches and trees to maintain safe operating conditions and to restore service. Because of the urgent nature of this work, crews will not clean up debris caused by storms and other outages. Removal of the debris is the responsibility of the property owner. The Department of Public Works will pick up limbs that are wrapped in 3-foot bundles on your regular heavy trash pick-up day.

If I have damage to my outside electrical equipment, who repairs it?
Customers are responsible for repairs to the home's weatherhead, conduit, meter base and service line anchors. These repairs require the services of a licensed electrician. IPL is responsible for repairs to the electric meter and the service line that runs from the pole to your house. If the overhead electric service line to your home appears damaged or broken, call IPL at (317) 261-8111 immediately.

If the weatherhead, conduit, meter base or service line anchors are damaged call a licensed electrician. If you need a new meter base, IPL will supply one to your electrician free of charge. Above all, don't touch any of the equipment or limbs touching the equipment, or try to make the repairs yourself.

Will IPL reimburse me for any personal losses I may have incurred in my home as a result of an outage due to adverse weather?
IPL employs a damage claims process similar to insurance companies. However, IPL does not make restitution for losses incurred as a result of weather-related outages. The correct method to address personal losses in your home resulting from weather-related incidents is through your homeowner or renter insurance.

What are the priorities for service restoration?
IPL's priorities for storm restoration are intended to emphasize health, safety and essential community services and to restore service in a manner that will affect the greatest number of customers first, then smaller numbers. IPL's priorities are:
·         Emergency police and fire department requirements.
·         Initial clearing of main transmission lines that carry bulk electrical power, as well as substations that facilitate the long-distance transportation of power from various generating sources. These IPL facilities must be given first priority or there would be no way to get power from the generating units to the population centers and ultimately the end-users.
·         Repair of main distribution lines (called feeders) and service to essential customers â€' those facilities that are essential to the health, safety and welfare of the community.
·         Restoration of selected distribution lines where it is possible to energize large groups of customers by making minor repairs.
·         Block by block restoration of remaining power lines. As IPL gets to neighborhood and individual service assessments, customers will be provided a note (door hanger), as appropriate, regarding special problems that may require the services of an electrician before service can be restored.
·         Traffic signals are prioritized by geographic regions at county and city request. Traffic signals belong to the city, county or state and often must be repaired or replaced by their crews before IPL can re-energize lines that power them.
·         Repair of street lights and final clean up survey.
Who does IPL consider "essential customers" and why do they get a high priority during service restoration?
IPL gives its highest priority to the following customers or essential services groups who provide for community health and safety. As much as possible, and depending on factors occasionally beyond IPL's control, all receive equal priority attention:
·         Communications, including police radios for city, county and state; federal radio communications and broadcasting transmitters; local television and radio stations; daily newspapers.
·         Telephone and telegraph.
·         Gas supply utilities (manufacturing plants).
·         Hospitals (surgical) and blood banks.
·         Public service facilities, Red Cross, city halls, court houses, garbage disposal facilities incinerators, health departments and U.S. weather bureaus.
·         Designated sewage pump and disposal plants (sanitary & storm).
·         Water supply utilities and fire pumps.
·         Transportation services, including air transportation facilities, bridges (electrically operated), bus service shops, railroad shops, signal systems and water towers, and metro rail transit systems.
Why do my neighbors across the street continue to have power when my power is out?
Often different sides of the street are supplied power from separate connections off the mainline circuit. If a problem occurs with one of those connections those customers may lose power but people on another connection may still have power.

Why did an IPL truck drive by and not stop to restore my power?
It is likely that the cause of your outage has been identified and the crew has been directed to proceed to the cause location to make repairs. If the IPL crew finds that this location is not the primary or only cause of your outage, they will work their way back through the circuit to identify additional repair needs. Also, restoring power outages caused by storms starts with an assessment phase. During this phase, IPL assigns specialists to travel around the city to find the causes behind outages. These findings are then reported though our Outage Management System so that crews, equipment and supplies can be dispatched correctly the first time to restore power as quickly as possible.

Why does my power blink on and off?
Momentary outages (power off for less than a second) occur when IPL's fuses and circuit breakers detect a disturbance on the line and open the circuit to briefly interrupt the flow of electricity. These interruptions are a way our equipment protects itself and often help avoid extended power outages. Removing the power, even for a brief period, allows tree limbs or other items touching the line to break free. For more information, see Solving Power Quality Problems.

Why is it necessary to prune my trees?
Misplaced or improperly maintained trees often cause power outages during severe weather and can be dangerous when branches come in contact with power lines. IPL has a comprehensive tree-pruning, line-clearing program to prevent trees coming in contact with power lines. For more information, see Trees & Electricity.

Are IPL employees/field personnel licensed electricians, and can they inspect my service, if needed?

General Info

Hey Neighbors, just some basic info for you to chew on. Yesterday I filed a complaint on the Mayor Action Center. It was in reference to the fallen tree in the Greeway north of the Pleasant Run Creek, and the potholes on Maple Ln. I also noted potholes on Poplar and Norway.
 
Today a city crew was filling potholes on Maple La, and a Parks Dept worker was looking at the fallen tree. I was quite surprised and happy to see this quick action.
 
Also I recieved an email from Barb on the Parkway about a shopping cart at the bridge and that another car went over the berm and knocked over a trail sign. I will be sending an email to Ben Hunter District 21 Councillor about alternatives in slowing traffic in that strech of the parkway. Today I took two shopping carts back to their respective businesses. A neighbor on the Parkway had a metal shopping cart out for heavy trash, which they didn't take.
 
Today I also talked to Joseph Jarzen from Keep Indianapolis Beautiful. I asked him about the tree clearing on the Greenway and he said that there are plans on doing all of the Greenways just does not know exactly when.
 
I will be sending Ben Hunter an email covering some of the issues that we are facing.
 
If anyone was wondering about the Citizens Energy working on the mains in our area, I asked some of the workers and they stated that they had to replace and add new valve shutoffs.

We have been asked to share this information with you to help support House Bill 1111 - the Historic Tax Credit Bill.  Please consider offering support by contacting the Senate Appropriations Committee.

HB 1111 - Historic Tax Credit Bill


Last week at the annual HUNI meeting, we were asked to get our neighbors in the historic districts to email their senators and (more importantly at this time) to the members of the Senate Appropriations Committee to urge them to support HB1111 (the historic tax credit bill ) by assuring that it is passed out of the Senate Appropriates Committee so that it can be heard by the full Senate.  The last chance for that to happen is Thursday, so please act fast!
The members of the Senate Appropriations Committee are: Luke Kenley (Chair), Ed Charbonneau, Phil Boots, Brandt Hershman, Connie Lawson, Patricia Miller, Ryan Mishler, Brant Waltz, and Thomas Wyss.  Their email addresses can be accessed at http://www.in.gov/bin/gegislative/listing/listing-2.pl?data-district&chamber-Senate  if you have trouble with this, just google Indiana General Assembly and click on the Senators. It will take to their email addresses.
The more emails that they receive; the greater the chance would be for positive action.  So get as many of your neighbors as possible to send an email.  Five emails from individuals would be better than one email from a neighborhood association.
If you want to give them reasons to pass this bill, here are a few:
Historic preservation creates revenue.
            For every dollar spent, it generates $3.
Historic preservation creates jobs:  Recentdata shows the following comparison:
In Delaware, $1 million spent of the rehabilitation of a historic structure means 14.6 jobs, in comparison to 11.2 job in new construction and 9.2 jobs in manufacturing for the same $1million.
In Georgia, $1 million per industry creates 16.1 jobs in historic preservation compared to 14.9 in new construction, 10.4 in poultry processing, 8.7 in air transportation, 4.0 in computer manufacturing and 3.5 in automobile manufacturing
Indiana data would show the same reality of more jobs than even manufacturing or agriculture. Preservation creates jobs!
Many of these Senators are from small communities and need to understand that historic preservation does not benefit just large cities: 
Small and medium sized communities would benefit from the state tax credit where there isn't a strong real estate market.  It provides an offsetting benefit to encourage investment in reusing existing structures.
Thanks for your help with this action.  We have one of the lowest historic preservation tax credits in the country. This bill will benefit preservation in Indiana significantly if we can get it passed.

Also, in some areas of the surrongs neighborhoods cars were broken into with valuables in plain sight. Just another friendly reminder to lock your cars and keep valuables out of plain sight.
 
Next, we talked about the KIB Adopt-A-Block program. Our neighbor Molly Wilson presented a thorough explaination of this program and what we as a neighborhood could get if participated in this. She stated that we could get flowers, trees and if you would sign up to become a Block Coordinator, KIB supplies you with a shovel, trash bags and misc. items. Dan Marshall stated that he had signed up for the block of Maple Lane. Others are encourged to signed to become Block Coordinators with the Adopt-A-Block program.
 
Spring Clean up was next on the agenda. This recieved probably the most discussion. Ellen Yoder from the Emerson Heights Neighborhood stated that they do a spring and fall cleanup.We talked that maybe doing a joint effort with the Emerson Heights Neighborhood might benefit with the clean up. We discussed the option of cleaning up the greenway and parkway in April, then in May clean the inner and outer streets of the Neighborhood. There was also various discussion on fallen trees, limbs and leaves being dumped along the creek. We agreed that have another meeting in March will benefit the neighborhood with getting things better organized.
 
Dan Marshall asked if anyone in the neighborhood has any old photos that he would like to scan them and give them back as soon as possible, he is the the process of writing a book on Pleasanton in Irvington Historic District and the photos would be helpful. He already has some photos but needs more to make it very complete.
 
Meeting ended at 8:20pm
 
At 8:30pm there was a side bar meeting on the corner of Maple Lane and Poplar Rd, and some discussion on Pleasanton Signage for the neighborhood. It was not brought up in the meeting, but from various people in the neighborhood I don't think it will be an issue getting the number of signs needed to be placed throughout the area.
 
One last thing, I made a Pleasanton In Irvington Facebook page. I do not have an account for Facebook, and do not really know the ins and outs of it, if anyone would like to make changes to it I have the Admin password. Let me know if you need it.

Reminder of Next weeks meeting

Hello Neighbors, friendly reminder of our neighborhood meeting next Thursday the 16th at the Emerson Ave. Baptist Church. It is scheduled for 7pm. We have alot to talk about. I was informed today that we will have several NESCO members attending our meeting.
